11 June 2020

The government of Nepal had divided the nation into three different zoon like
green, yellow and red on the basis of Coronavirus infection and risk. In this regard
government has decided to ease the lockdown in low risk areas, including
Kathmandu valley after allowing markets to reopen and private vehicles to ply
with some protocols. Yesterday, the Cabinet meeting had decided to make the
lockdown flexible and give momentum to economic and market activities that have
been halted completely since the government imposed the nationwide lockdown on
March 24.

Even after some contradiction and different views and arguments on Cabinet the
council of ministers decided this to ease the lockdown. On this basis retail and
wholesale markets will be allowed to reopen with precautions against the pandemic
and at the same time private vehicles will be allowed to ply on odd-even basis.
Chief Secretary Lok Darshan Regmi said that the government would announce the
details of the Cabinet decisions along with the modality of the lockdown.

Since the long time, the government has been facing complaints of loss of
business, income and even lives due to harsh restrictions on public movement. In
this regards, the police administration has been cracking down on defying the
lockdown. In the context, the private sector representatives had expressed
reservations against the continuous extension of the lockdown and had requested
the government to change the modality and allow markets and businesses to
resume operations gradually.

Furthermore, the government had already allowed priority industries to operate
